World first as Government Senators publish Mobile Phone Labelling Legislation to warn of potential dangers to Children

Legislation published by 3 government senators, Senator Mark Daly (Fianna Fail), Senator Niall O Brolchain (Green Party) and Senator Mark Dearey (Green Party) has been placed on the Senate Order Paper as a private members motion. When passed it will make Ireland the first country in the World to enact Legislation to warn of dangers of mobile phones to children

Senator Mark Daly the lead proposer of the legislation said "when it comes to public health we need to apply the 'precautionary principal'. There is growing scientific evidence of a risk to health by long term use of mobile phones especially to children.  This bill is a practical proposal to warn the public about a potentially serious health problem. It is I believe better to be safe than sorry".

Senator Niall O Brolchain welcomed the Bill stating, “Ireland proved that it could take bold decisions when it comes to health when it pioneered the smoking ban. The labelling of mobile phones with information on levels of non-ionizing radiation and the Specific Absorption Rate (SAR) of each phone is being discussed around the world and I hope that Ireland can once again lead the way in implementing this legislation”.
“I am pleased that the Green Ministers Gormley and Ryan have given their backing to this bill and I believe that it will set an important precedent in more ways than one”.

Senator Mark Dearey (Green Party) "In moving this bill our intention is to assert the right of purchasers to information that will allow them use their mobile phones in the safest way possible."

To date a number of countries have taken various steps in relation to the growing concern of the potential dangers of mobile phones

Russia
Russian officials have recommended that children under the age of 18 not use cell phones at all.

USA

On May 6, 2010, the President’s of the United States Cancer Panel reported that “the true
burden of environmentally induced cancers has been grossly underestimated”
and named cell phones and other wireless technologies as potential causes
of cancer that demand further research and precaution

Australia
A top neurosurgeon in Australia Vini Khurana says the worlds heavy reliance on mobile phones could be a greater threat to human health than smoking and even asbestos.

EU
Professor Jacqueline McGlade executive director of the European Environmental Agency (EEA) (an independent Agency with "legal autonomy" maintaining close links with the EU Community Institutions and members states ) said "Recent research and reviews on the long term effect of radiation from mobile telecommunications suggest that it would
be prudent for health authorities to recommend actions to reduce exposures, especially to vulnerable groups as children"

European Environmental Agency (EEA)
"Appropriate, precautionary and proportionate actions taken now to avoid plausible and potentially serious threats to health from EMF are likely to be seen as prudent and wise from future prespectives. We must remember that precaution is one of the principals of the EU environmental policy"

Sweden
Professor Lennart Hardell in Sweden found significant increased risk of brain tumours from ten or more years of cell phone use with the risk of brain cancer increasing by 5 percent; for every year of cell phone use the risk of brain cancer increases by 8 percent; after ten years or more years of digital cell phone use, there was a 280 percent increased risk of brain cancer; and for digital cell phone users who were teenagers or younger when they first started using cell phones, there was a 420 percent increased risk of cancer. This suggests that the two highest risks are ten or more years of cell phone use and the cell phone was held on the same side of the head where the tumour was diagnosed. Finally, the telecommunications industry, on the one hand, disputes the non-thermal risk of cell phones, but yet, their user manuals warn customers
to keep cell phone away from the body even when the cell phone is not in use. Are these industry members erring on the side of caution or are the warnings an implicit admission that a health hazard exists? For example, Nokia 1100 warns: "This product meets RF exposure guidelines . . . when positioned at least 1.5 cm (about 1 inch) away from the body . . . and should position the product at least 1.5 cm away from your body."
